This discussion first considers how aid might be manipulated by political actors and why participatory development programmes could be one way to combat this. Kate then outlines evidence from a participatory development experiment in Ghana which shows that the results of the programme did not meet expectations, and demonstrates aid’s complex distributional consequences.
